Lately there has been a spate of large raises for college Presidents.

What about a new rule called the " We are all in this together rule"-

NO ONE WHO WORKS FOR THE STATE CAN RECEIVE A RAISE UNLESS THE UNEMPLOYMENT RATE IS BELOW %6.
