Galloway Man Admits Vehicle Theft, Burglary, Obstruction
Jesse Winters, 44, pleaded guilty Thursday in Atlantic County Superior Court and is set for sentencing July 9.
MAYS LANDING, NJ — A Galloway man admitted obstructing police, stealing a car and stealing tools from employees at a casino, officials said.
Jesse Winters, 44, of Galloway pleaded guilty Thursday, May 14, 2026, in Atlantic County Superior Court to third-degree theft of a motor vehicle, third-degree burglary and fourth-degree obstruction. The plea was entered before Judge Pamela D’Arcy, P.J.Cr., in Mays Landing.
According to the Atlantic County Prosecutor's Office, the plea recommends a sentence of three years flat in New Jersey State Prison, concurrent. Sentencing is scheduled for July 9, 2026.

The obstruction charge stems from a Dec. 3, 2024 investigation in Galloway Township. On that date, officers with the Galloway Township Police Department executed a residential search warrant at Winters’ property at 40A W. Morton Avenue. Winters obstructed the investigation by attempting to flee the residence into the woods, where he was later arrested, authorities said.
The motor vehicle theft charge is tied to a Feb. 21, 2025 response by Galloway Township police to the Red Roof Inn and Suites. Police were called for a report of a stolen motor vehicle. Police received information identifying Winters as the suspect and later located surveillance video depicting him using the vehicle, officials said. He was then charged in connection with the theft.

The burglary charge arose from a separate Feb. 27, 2025 incident investigated by the Atlantic City Police Department. Police received a complaint that numerous tools valued at more than $3,600 were stolen from employees of Ocean Casino Resort. According to authorities, surveillance footage showed Winters entering a secured utility room where the tools were stored and stealing them.
