Last year, a Robert Ramos, then 29 and from Newtonville, and a Rachel Levin, then 26, from Tuckerton were arrested on active warrants during a motorist aid in Upper Township, according to the Cape May County Herald.
During the course of the investigation, Ramos was also found in possession of heroin and drug paraphernalia and was additionally charged. They were processed and Levin was released and Ramos was lodged in Atlantic County Jail, according to the report.
On Monday, Ramos was found after officers, along with the Mullica Township fire departments and Atlanticare EMS, were summoned to the 4500 block of Pleasant Mills Road at 7:08 a.m. because of a report of a car into the Mullica River, police said.
Members of the Sweetwater Fire Department cold water rescue team responded and were able to access the vehicle quickly. It was determined that one individual, Ramos, was deceased in the vehicle, police said.
The cold water rescue team along with the State Police worked with a heavy tow recovery service to safely remove Ramos and the vehicle.
