Registered Sex Offender Committed 'Lewd Act' In South Jersey Mall Parking Lot, Police Say

MAYS LANDING, NJ — A registered sex offender was charged with lewdness after he was caught masturbating in a parked car outside of the Hamilton Mall in Mays Landing, police said. And officials say the man has committed similar acts in the past.

A warrant for the arrest of Qushine Tolbert, 36, was issued after he was seen committing "a lewd act" in the mall's parking lot Friday, Township of Hamilton police said. He was later taken into custody, police confirmed.

The woman who witnessed the act and reported it to police shared the news anonymously via the Scan AtlanticCity Facebook page, along with photos of Tolbert. She reported that Tolbert's car was next to hers and his window was down while he engaged in the lewd act and allegedly filmed her on his phone.

"I was completely shocked and went into panic mode," she wrote. She contacted police and recorded him, getting his license plate information before he drove off, she said.

Tolbert has a history of similar incidents, according to records. He is a Tier 2 (moderate risk) registered sex offender under Megan's Law.

In 2021, Tolbert was sentenced to 18 months in prison after a lewdness incident in Salem County, according to court records.

And in 2016, Tolbert was charged with lewdness after he was caught masturbating in the Mays Landing Walmart, according to a report from the Press of Atlantic City at the time.

"I urge everyone to report any suspicious activity," the anonymous woman who reported the latest incident said. "This was a terrifying experience. Please stay alert, trust your instincts, and don’t hesitate to report anything suspicious."
