Council Candidate Struck, Injured Pedestrian With Car In Camden County: AG

Arthur Barclay also resigned from State Assembly in 2018 after an assault charge related to domestic violence, which was dropped.

CAMDEN, NJ — State authorities took over an investigation into a political candidate accused of striking a pedestrian while driving unlicensed.

Arthur Barclay, a Camden City Council hopeful, seriously injured the victim just after midnight July 1, according to the criminal complaint. He was charged with causing serious bodily injury while operating on the revoked/suspended list — a fourth-degree offense.

The New Jersey Office of the Attorney General will prosecute the case.

The incident came weeks after Barclay won the Democratic primary for Camden's Ward 1. No Republicans filed to run for the seat.

He served in New Jersey's General Assembly from 2016-18, resigning after getting charged with simple assault in relation to a domestic-violence incident. The charge was dropped when the complainant didn't appear in court.

During the July 1 incident, the pedestrian sustained a shattered right femur, right-hip injuries and fourth-degree burns, according to the affidavit. Officials took them to the hospital, the document states.

The victim's current condition wasn't immediately clear, and the AG's office declined to offer further information. It's also uncertain why the agency assumed the case. But it's worth noting that Barclay works for Camden County's One-Stop Career Center.

If convicted, a fourth-degree offense in New Jersey carries penalties ranging from probation to 18 months' imprisonment.
