Police Capture Escaped Sex Offender
The tier-2 Megan's Law offender escaped custody Tuesday morning.

A registered sex offender who escaped police custody in South Jersey earlier Tuesday has been recaptured, according to nj.com.
Caesar Lockley, 25, was captured at the Cumberland County Fairgrounds, according to the report. He was hospitalized for evaluation, and will be processed when he is released, according to the report.
He escaped police custody around 10:30 a.m. on Route 49 in Fairfield Township, Cumberland County, according to the Cumberland County Prosecutor’s Office. He was handcuffed at the time he escaped.

Local schools were notified, and a reverse 9-1-1 call went out alerting residents within a 10-mile radius. A perimeter was set up in the area in which Lockley is believed to have traveled.
He was charged with endangering the welfare of a child, a 13-year-old from Gloucester County, in 2007, according to the Courier Post.

He is a Tier-2 Megan’s Law offender who was arrested for failure to appear at sentencing on March 15, the prosecutor’s office said. He was convicted of failure to notify of a change of address, as required by a Megan’s Law offender.
In New Jersey, a Tier-2 Megan’s Law offender is considered moderate risk. An offender’s tier is determined by a 13-point system. The explanation can be found here.
