17 Somerset County Sheriff's Officers Promoted

Lorenzo Moye Sr. is the first African American to be promoted to the rank of Correctional Police Captain in 30 years in Somerset County.

SOMERSET COUNTY, NJ — 17 Somerset County Sheriff Officers were promoted recently, including Lorenzo Moye Sr., who is the first African American to be promoted to the rank of Correctional Police Captain in the past 30 years.

Somerset County Sheriff Darrin J. Russo recently held the swearing-in ceremony for newly promoted supervisors from the Law Enforcement and Correctional Divisions.

"It's my pleasure to swear in these new supervisors, all who work tirelessly around the clock, going above and beyond all throughout their careers to do what's right, while serving the Somerset County community. We are all very proud of them,” said Russo.

Promoted Law Enforcement Division Personnel included:

Lieutenant Christopher Omelio – Omelio is a 16-year police veteran who worked for the Sheriff’s Office Administration Division as Sergeant overseeing all in-service and mandatory agency training (MATS). Previously, he was assigned as a supervisor for Court Operations assisting with security of the Criminal, Civil and family divisions of the Somerset County Superior Courthouse. Omelio is also a certified firearms instructor, advanced Glock Armorer, a School Resource Officer (SRO) and a Special Response Team (SRT) Member.

Sergeant Joseph Bialiy - Following his graduation from the Monmouth County Police Academy in 1998, Bialiy started his law enforcement career as a Corrections Officer at the Somerset County Jail. In 2000 he was transferred over to the Somerset County Sheriff’s Office and graduated the Somerset County Police Academy. Early in his career Bialiy was assigned to the Operations Division. In the Operations Division, he was responsible for maintaining security in the Somerset County Courthouse, transportation of inmates, serving legal papers as well as Sheriff’s Sales. In January 2019, Bialiy was assigned to the Administration Division which had him ordering uniforms and equipment for the agency's sworn and non-sworn personnel. Bialiy was also assigned to prepare new recruits for the police academy. In addition Sgt. Bialiy was assigned vehicle maintenance, Toys for Tots Collection and the Medicine Collection programs. Sgt. Bialiy will now be overseeing all of these programs as the Sergeant of the Administration Division.

Sergeant Antoinette Hartman - Following her graduation from the Essex County Police Academy, Hartman began her law enforcement career with the Somerset County Sheriff’s Office in April 2005. Hartman was assigned at that time to the Operations Division. In the Operations Division, she was responsible for maintaining security in the Somerset County Courthouse, transportation of inmates, as well as executing Superior Court and Municipal Court warrants. After 9 years in the Operations Division, in January of 2015 Hartman was reassigned to the Detective Bureau. Her responsibilities in the Detective Bureau included investigating and preparing of criminal cases for court, background investigations on new hires within the Law Enforcement and Corrections Divisions, as well as fugitive warrants Hartman is a Certified Glock Armorer for the agency and a former Shotgun Armorer. She holds a Bachelor of Science Degree in Law & Justice from Trenton State College. Hartman will now be overseeing the Sheriff’s Office Accreditation Program.

Promoted Correctional Division Personnel included:

Captain Lorenzo Moye Sr. - Moye Sr. is a lifelong resident of Somerset County. He served in the US Army with the 2nd Armor Division at Fort Hood, Texas and was honorably discharged. He soon returned to New Jersey and joined the New Jersey National Guard 50th Military Police Company (also Honorable Discharged). In 1985 he was hired as a Correctional Officer with the Somerset County Sheriff’s Department and over the past 36 years was promoted to Corporal, Sergeant, Lieutenant and now Captain. Some of Lorenzo’s earliest career accomplishments with the agency were becoming a member of the Correctional Response Team (CRT), Operational Supervisor, K-9 Unit Correctional Division Liaison, along with overseeing the Office of Professional Standards. Moye has also served as member of the Somerset County Emergency Response Team as a Crisis Negotiator for 20 years.

Captain Donald Essig - Essig began his career in 1991 and was promoted to Corporal in 2004, Sergeant in 2009, Lieutenant in 2018 and Captain in 2022. Essig is the commander of the SRT (Special Response Team) & CRT (Correctional Response Team) and a Firearms Instructor. Essig received several awards during his career and in 2005 he represented the Sheriff’s Office in New Orleans, LA as part of New Jersey’s Hurricane Katrina Response Team.

Lieutenant Suzanne De Leo – De Leo has been with the Sheriff’s Office-Corrections Division for 22 years. She began her career with the Somerset County Sheriff’s Office on November 1999. Throughout her career, De Leo rose through the ranks and was promoted as the first female Sergeant and also as the first female Lieutenant in the history of the Somerset County Jail. She is currently a Field Training Officer (FTO) for all new hires and newly promoted Supervisors. De Leo currently holds a position on the Executive Board as the Treasurer for the Superiors Officers Union (S.O.A. Local #177A) and was the past treasurer for the Officer's Union (P.B.A. Local #177).

Lieutenant Gregory Quintero - Quintero has been with the Sheriff’s Office Corrections Division for 21 years. Lt. Quintero has received several commendations and accolades as he rose through the ranks within the Corrections Division. Quintero is currently the Corrections Division Training Supervisor overseeing all aspects of training conducted for uniform staff, civilian staff, volunteers, contractors and assisting with Correctional Police Recruit training. The Lieutenant is currently the Deputy Commander of the Correctional Response Team and is also the Co-coordinator for the division’s Prison Rape Elimination Act (PREA) Committee which oversees the implementation of the PREA standards (a Federal Government requirement).

Lieutenant Vincent Carrube - Honorably discharged from the US Army, 82nd Airborne Division, Carrube has served 23 years with the Sheriff’s Office Correctional Division. He has worked in various capacities as a Sergeant and Deputy Commander of (SRT) Special Response Team and (CRT) Correctional Response Team. Carrube is also on the Somerset County SWAT TEAM and is an agency Firearms Instructor. In 2005, Carrube represented the Sheriff’s Office in New Orleans, LA as part of New Jersey’s Hurricane Katrina Response Team.

Sergeant James Bellamy - Bellamy began his corrections career in 2012, at the Hunterdon County Jail. After transferring to the Somerset County Jail in 2015, he became a member of the National Association of Field Training Officers (FTO) in 2019 and continues to train new correctional recruits on all aspects of the job.

Sergeant John Reznik - Reznik began his career with Somerset County Communications in 2001 and thereafter transferring to Somerset County Sheriff Department Jail Division in 2002. Serves as the State PBA delegate for the Somerset County Corrections Officers Local #177.

Sergeant Clarence Anthony - Anthony started his career at the Somerset County Jail in 2000. During his tenure received many awards and is presently a Firearms Instructor. In 2018, he was promoted to the rank of Corporal.

Sergeant Jason Goodman - Goodman began his career as a Somerset County 911 operator for county communications in March 2001. He graduated from the Somerset County Police Academy in June 2003. In November of 2018, he was promoted to Corporal and became an agency firearms instructor.

Sergeant John Pineiro - Pineiro started with the Somerset County Correctional Division in January 2003. He is a Marine Corps Veteran deployed to Iraq in 2006 while employed with Somerset County Jail. He is also a member of the Correctional Response Team (CRT)and Sheriff Special Response Team (SRT).

Corporal Rob Bobrowski - Began his career with the Somerset County Sheriff’s Office, Corrections Division in January 1994. During the 28 years held various roles including serving as a Correctional Response Team (CRT) and a member and Sheriff’s Office K-9 Unit as an explosive detection handler. Bobrowski also served as a Firearms Instructor, Smith & Wesson Academy Armorer and he is a past PBA 177 Vice President.

Corporal Christopher Bizup - After graduating from Bloomsburg University with a Bachelor's degree in Criminal Justice, Bizup began his career as a Juvenile Detention Officer at Northampton County PA. In 2013 he became a Corrections Officer of the Somerset County Jail. In 2014, he attended the Passaic County Police Academy Class 14-44 and graduated with the Class Marksman Award. In 2019 Bizup received a Life-Saving Citation for his actions during the course of his duties. Bizup enjoys spending time with his wife and two kids, and enjoys playing golf in his free time.

Corporal Ricky Matthews - Began his career with the Somerset County Sheriff’s Office, Corrections Division in March of 2013. Matthews serves as a vital member of the Bias & Hate Crime Unit, Honor Guard and Gang Unit. He is presently the Vice President of PBA 177.

Corporal Andres Romero - Honorable Discharge from The United States Marine Corps, 7 years of service with the Somerset County Sheriff's Office Correctional Division. Romero is a member of the Correctional Response Team (CRT) , Special Response Team (SRT) and Somerset County SWAT Team.
