2 Hillsborough 'Top Cops' Honored For Exceptional Performance
Patrolman Kulbeer Singh and Patrolman Christopher Michaels were selected as "Top Cops" for 2021.

HILLSBOROUGH, NJ — Two Hillsborough Police Officers were selected as "Top Cops" for 2021 for their exceptional performance.
Patrolman Kulbeer Singh and Patrolman Christopher Michaels were recognized as the highest-ranking on each of the two Patrol Squads.
"Congratulations to these two veteran officers on their exemplary service to the Township, earning them this distinct honor," said Hillsborough Mayor Shawn Lipani.

The officers are chosen based on a score devised from the Annual Job Performance Evaluations, along with a ranking achieved from their respective supervisors and peers.
As "Top Cops," Singh and Michaels are formally recognized by the Department, the Mayor, and Township Committee and receive an acknowledgment in their personnel file.

In addition, Singh and Michaels will have their names engraved on a plaque displayed in the lobby of Police Headquarters honoring each year’s recipients since the program’s inception in 1996. They will also be awarded a merit bar that is worn above their uniform badge.
Singh has been a member of the Department since 2019. He has served in the Patrol Division since then. He is also the recipient of several Command Citations as well as several Supervisory Citations. Prior to being hired by Hillsborough Township, he was employed in Carteret as a Special Law Enforcement Officer Class II and an Emergency Medical Technician.
Michaels has been a member of the Department since 2014. He has served in the Patrol Division since being hired. Michaels is the recipient of several Command Citations as well as Supervisory Commendations. He is also the recipient of several letters of appreciation from the community, for a job well done during the performance of his duties.
This is Singh's and Michaels' first time receiving "Top Cop."
