Hillsborough Roads Ranked Best To Worst To Help Prioritize Paving Plan

The color-coded interactive map allows Hillsborough residents to see the condition of each and every road in the township.

HILLSBOROUGH, NJ — Hillsborough residents now have the ability to see the condition of every roadway in the township through a color-coded interactive map.

The map was derived from the 2022 Road Condition Assessment Study conducted by Pennoni Associates, Inc. earlier this year which was conducted in the latter part of 2021.

"We will use this study … to prioritize road paving and infrastructure repair coming in 2023 and in the future," said Mayor Shawn Lipani at the Sept. 27 Committee meeting.

To conduct the assessment, Pennoni Associates drove over all Township owned or controlled roads, taking videos of the roads. The video log was then run through a proprietary artificial intelligence platform called Roadway by RoadBotics. This state-of-the-art software then analyzed the video images of the existing road conditions and assigned a rating to them relative to a comprehensive database of numerous pavement distresses, according to the township.

The information was uploaded into a user-friendly map showing the 200-plus linear miles of roadways in the township. Color-coded roads that are listed in Green are in "best" condition while those in yellow are "average" and red is "worst."

Some of the "worst" roads in the township include segments of Dutchtown Zion Road and Amsterdam Drive.

Some of the "best" roads include East Mountain Road, Beekman Lane, Willow Road, and Roycefield Road.

"We are excited to announce the interactive road assessment tool is live on the Township website," said Lipani.

Ultimately, this information will be utilized and areas for consideration will be categorized together to more effectively determine resources when designing the bid packages, according to the township.

"Over the past 5 years, including 2022, Hillsborough Township will have paved 39 Township roads, comprising 21.49 miles," said Lipani.

With each paving project, Hillsborough's stormwater catch basins are being retrofitted to meet the NJDEP requirements to help the township be certified at the Silver Level by Sustainable Jersey.
