Executive Secretary to the Township Administrator / Mayor and Township Committee – Full Time

The Township of Hillsborough is seeking a qualified candidate for the position of full-time Executive Secretary to the Township Administrator, Mayor and Township Committee to provide high-level administrative support by handling information requests, conducting research, preparing correspondence, coordinating meetings, receiving visitors and performing a complex variety of administrative duties support to Township employees, elected officials and residents. This position must greet the public promptly and cordially respond to questions in person, on the phone and via email in a pleasant and courteous manner. In addition, this position must maintain effective working relationships with employees in all departments, Township Officials and the general public. Multi-Licensed UCC Inspector, Full Time
Under the direction of the Electrical and Plumbing Subcode Official and the Construction Official, the Multi-Licensed UCC Inspector has the responsibility of enforcing the regulations and carrying out field inspections, checking approved construction plans and specifications against the actual construction at the site location. Additionally, the Multi-Licensed UCC Inspector will keep records of all inspections and make detailed reports of any inspections that are not approved, check approved construction plans and actual construction for code compliance.
Inspector’s responsibilities include knowledge of the Uniform Construction Code including all amendments and the Barrier Free code. The Inspector will maintain levels of expertise by keeping current with the ever changing and evolving codes, regulations and specifications. The Inspector will also assist the Construction Official, the Electrical and Plumbing Subcode Official in the preparation of all reports required in the regulations, attend meetings and hearings as required by the regulations. The Inspector will also maintain all inspection equipment and Township property such as vehicles, test equipment, and inspection tools and carry out such other functions as are necessary and appropriate to the position of Inspector. A Township vehicle is provided for inspections.
Salary/Union Position: $43,576 – $94,097
Hours of Work: 8 a.m. to 4:30 p.m. (40 hours per week)
Requirements:
- Minimum of ICS (Industrial Commercial Specialist) in the Electrical and Plumbing Subcode disciplines.
- Possession of a valid driver’s license issued by the State of New Jersey.
- Advanced knowledge of a specialized or technical field or thorough knowledge of the practices and techniques of a professional field.
- Knowledge of policies and procedures and the ability to select a course of action based on these guidelines.
- Ability to write clear and accurate reports, reference code items and communicate clearly and effectively.
- Ability to interact with professionals, the general public, contractors, and others in a professional manner.
- Physical demands include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Hand/eye coordination is necessary to operate computers/equipment. Occasional use of a ladder, climb or balance, stoop, kneel, crouch, crawl, and smell. Must occasionally lift or move up to 75 pounds.

Required Education/ Experience:
- Minimum High School diploma
- Licensed as ICS Electrical and Plumbing Inspector
- Consideration will be given to candidate with minimum ICS (Industrial Commercial Specialist) License in one required Subcode discipline and enrolled in educational course for the second required license.

Assistant Building Subcode Official
Under the direction of the Construction Official and Building Subcode Official, the Assistant Building Subcode Official has the subordinate Administrative responsibility for administering the Building Subcode in the absence of the regular Building Subcode Official, of the Uniform Construction Code of the State of New Jersey, N.J.A.C 5:23, and all its defined responsibilities. Additionally, the Assistant Building Subcode Official will inspect and, or supervise the inspection of Building work in construction projects underway to ensure that compliance with plans and specifications are released in accordance with the Uniform Construction Code. The Assistant Building Subcode Official will conduct plan review on a daily basis, field inspections as needed and serve as Acting Subcode Official when required so that the Public has the maximum protection under Building Subcode.
The Assistant Building Subcode Official will communicate with people, translate code items so all audiences can understand, consult with architects and engineers, help contractors and the public with the permit process, perform field inspections, assist building inspectors with problems in the field and office, and assist the Building Subcode Official with plan review. The Assistant Building Subcode Official will investigate complaints against Builders/Homeowners and follow up to ensure code compliance and develop written reports and enforcement notices as required.
Salary/Union Position: $43,576 – $94,097

- Minimum licensure of Building Inspector HHS license and Subcode Official license issued by the New Jersey Department of Community Affairs, and a valid Driver’s License
- Willingness to obtain additional Technical license
- Willingness to obtain Construction Official license
- Advanced knowledge of Building Codes, installations and practices
- Progressive knowledge of the design and construction of all types and class 1,2,3 structures as well as diverse understanding of engineering and architectural concepts
- Highly complex conceptual thinking as to the integration of designs and the requirements of the Building Code
- Extensive working knowledge of the administrative areas of the New Jersey Uniform Construction Code and the skill to effectively communicate that information
- Ability to interact with professionals, the general public, contractors and others in a professional manner
- Strong computer and technology skills
Required Education/Experience:
- This position requires a minimum Building Inspector – HHS License (Class 1) and Building Subcode Official License per NJUCC regulations
Preferred Experience:
- Class 1 plan review experience in a Building Department which issues a combined 2000 or more Permit and Permit Updates per year
- Five years or more as an HHS Building Inspector

Department of Public Works Mechanic – Full Time
Hillsborough Township, Somerset County – The Township of Hillsborough is seeking a qualified candidate for the position of full-time Mechanic in the Department of Public Works under supervision, performs a variety of repairs, and maintenance tasks involving various types of automotive equipment, trucks, vehicles, heavy equipment. All duties are performed in accordance with Hillsborough Township safety codes and safe work practices.
Required:
- Performs preventive maintenance checks and repairs on Hillsborough Township vehicles.
- Performs road tests on vehicles in order to assure proper operating levels.
- Makes service calls on equipment that break down on the road.
- Repairs gasoline and diesel engines and diesel powered equipment and vehicles, and all related components including transmissions, brakes, shock absorbers, drive trains, cooling and electrical systems, balance tires, etc.
- Operates engine analyzer, laptop computers and other equipment to locate and repair mechanical and electrical problems.
- Maintain records of all work accomplished for database entry.
Preferred Experience:
- Knowledge of welders and metal fabricating.
- Ability to perform vehicle recovery and towing operations.
Education, Training, and Experience:
- High school diploma or general education degree (GED) or two years related experience and/ or training; or equivalent combination of education and experience.
- CDL / Class B license, with air brake endorsement and tanker endorsements.
- CDL / Class A license preferred supplemented by a satisfactory driving record.
- Forklift license or the ability to secure one.
- Supplemental Vo-Tech Automotive courses, minimum five years related experience, and /or training; or equivalent combination of education and experience.
- Ongoing certification in all areas of automotive repairs.
Physical
- Employees must regularly lift and carry objects weighing 25 pounds and occasionally lift and/or carry objects weighing up to 75 pounds.

Building Maintenance Person – Part-Time – Weekends
Duties will include performing routine work involved in the general maintenance of the Township’s public buildings, required to make minor repairs and maintenance of the buildings.
Applicants must have a valid New Jersey Driver's License and a clean driving record.
General duties include but are not limited to:
- Repairing doors, locks, hinges, and windows as needed.
- Performing minor patching, glazing, painting and caulking.
- Maintaining walk areas by sweeping, shovel and clearing.
- Repairing and replacing light fixtures, outlets, fuses, plugs, and cords.
- Removing trash and completing other custodial work.
- Moving tables, chairs, equipment and other items.
- General plumbing repairs and maintenance
Requirements:
Said employee shall be proficient in the reading and writing of the English language in order to ensure complete communication by and between the personnel in the various departments and Department Supervisors. At least one year of experience in the maintenance and repair of building facilities.
- At least one year experience in building maintenance.
- A valid NJ driver’s license.
- Knowledge of proper procedures used in making routine repairs and skillful use of tools and equipment.
- Possess the ability to understand, remember and carry out oral and written directions; to learn quickly from oral and written demonstration; to work harmoniously with others; to work for long periods in emergency situations and remain on the job until all repairs have been made; and to operate and skillfully use other specialized tools and equipment.
- Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others
- Required to pass a drug screening and a Functional Capacity Evaluation.
