Hoboken Quality Of Life Updates Continue
More work is underway on Northwest Resiliency Park, flood infrastructure and sewer upgrades.
HOBOKEN, NJ — The city of Hoboken is continuing with construction on the 5-acre Northwest Resiliency Park, flood infrastructure projects and sewer upgrades. According to a press release from the city, these are the projects:
Northwest Resiliency Park Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park. The park will have above and below ground infrastructure to withhold up to 2 million gallons of rainwater to help mitigate local flooding. The contractor will undertake the following activities this week, subject to weather conditions and snow cover on the project site:

- Begin earthwork and installation of stormwater collection systems along Adams Street.
- Continue storm drainage construction on the park site.
- Continue building climbing wall, pile cap foundations for the building.
- Perform miscellaneous earthwork and snow removal operations on the project site.
The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the construction costs of the Northwest Park, and is not utilizing any funding from the 2020 municipal budget. North Hudson Sewerage Authority projects to mitigate flooding events in Northwest Hoboken, reduce Combined Sewer Overflows (CSOs) To reduce Combined Sewer Overflows (CSOs) into the Hudson River and mitigate flooding events in Northwest Hoboken, the North Hudson Sewerage Authority (NHSA), in partnership with the City of Hoboken, is constructing a pumping station and a two-story electrical and mechanical building on the Northwest Resiliency Park (NWRP) site. This, along with associated sewer infrastructure in and around the site, is designed to reduce CSO events in the H6/H7 sewershed in Northwest Hoboken. The project also includes the installation of two advanced hydrodynamic separators, an inlet gravity sewer connection and a portion of a stormwater discharge force main connection to the limits of the resiliency park site. In addition, NHSA will also build a stormwater collection gravity trunk sewer pipeline and appurtenances along 13th Street from Adams Street to Madison Street, and a stormwater force main sewer pipeline and appurtenances along a portion of 13th street from Jefferson Street to Adams Street. Outside of the Northwest Resiliency Park site, the work will include excavation and demolition of existing pipe and structures; and installation of piles and new sewer pipe and precast structures in the roadway of 13th Street between Adams Street and Madison Street. - Continue excavation of test pits, saw cutting of roadway, and placement of temporary asphalt along 13th Street between Adams Street and Madison Street, at the intersection of 13th Street and Madison Street, and at the intersection of Adams Street and 13th Street for future stormwater force main and gravity sewer.
- Continue installation of steel piles on 13th Street between Madison Street and Adams Street, on Madison Street at the intersection of 13th Street, and on Adams Street at the intersection with 13th Street. There will be construction noise associated with pile driving during the day between 8:00am and 4:30pm while the work is occurring. Construction noise will be monitored while work is ongoing.
- Demolition and removal of abandoned underground flushing chamber and backfill area at the intersection of Adams St and 13th Street.
- PSE&G will be on-site to perform work on their overhead utility lines along Jefferson St.
- Continue installation of steel sheet piles within the Northwest Park site. Similar to the pile driving, there will be construction noise associated with the sheet pile installation during the day between 8:00am and 4:30pm while the work is occurring. Noise levels will be monitored while work is ongoing and operations will be stopped if noise exceeds any of the specified parameters.
Traffic Management
- Continuation of closure of 13th Street between Adams Street and Madison Street.
- The closure will not impact the Adams Street and Madison Street intersections with 13th Street at night. The intersection of 13th Street and Jefferson Street will be included in the closures.
- Periodic closure of 13th Street and Adams Street intersection during the day between the hours of 8:00am and 4:30pm.
- Periodic lane shifts and/or lane closures on Madison Street at the 13th Street intersection. OEM will assist with traffic flow at this intersection for any lane closures.
- No parking will be permitted within this area during closures.
- Although pedestrian traffic will not be allowed during working hours, the Contractor will provide for safe pedestrian traffic when the work is shut down for the overnight.
North Hudson Sewerage Authority Routine Sewer Maintenance on Washington Street As part of their ongoing maintenance and repair program of their collection system, North Hudson Sewerage Authority (NHSA) will perform reconstructive lining of combined sewers on Washington Street. NHSA will utilize a cast in place liner method through sewer lines on Washington Street between 11th Street and 14th Street from Wednesday, 2/24 to Friday 2/26 and through Wednesday 3/3 overnight during the hours of 8:30 PM – 5:30 AM. During this work, there will be a temporary disruption of sewer service to certain properties. Affected properties will be notified via door posting with specific information regarding the planned disruption. Traffic Management
- Wednesday 2/24 to Friday 2/26: Parking will be restricted on both sides of Washington Street from 11th Street to 14th Street from 8:30 PM – 5:30 AM.
- Wednesday 2/24: 11th Street from Bloomfield Street to Washington Street may be closed for a couple of hours between 8:30 PM – 5:30 AM.
- Monday 3/01 to Wednesday 3/03: Parking will be restricted on both sides of Washington Street from 11th Street to 14th Street from 8:30 PM – 5:30 AM.
