New NJ E-Bike Law Takes Effect July 19: What Hopewell Riders Need to Know

HOPEWELL, NJ — E-bike riders in New Jersey — including those in the Hopewell Valley — will face significant new requirements beginning July 19, when a new state law takes effect that reclassifies e-bikes and imposes licensing, registration and insurance requirements for the first time.

Under the new law, no one under the age of 15 may ride an e-bike. Riders 15 and older must possess a valid driver's license, an e-bike license or an e-bike permit. All e-bikes must be registered and insured, and a helmet is mandatory for all riders regardless of age.

Under state definitions, a low-speed e-bike is a two-wheeled bicycle with pedals where the motor assists only while pedaling and stops providing assistance at 20 mph. A motorized bicycle — also classified as a moped — is a pedal bicycle that is throttle-capable of assisted speeds up to 28 mph.

For riders between 15 and 16, obtaining an e-bike license involves several steps. Applicants must schedule an appointment for an e-bike permit, pass knowledge and vision tests, then schedule a road test.

Before taking the road test, riders must practice operating the e-bike unsupervised during daylight hours for 45 days. Upon passing the road test, the e-bike license is issued at an NJMVC Licensing Center.

To register an e-bike, owners must first obtain insurance, then schedule a registration appointment and provide valid ID, proof of ownership or an affidavit of ownership, and a Manufacturer's Certificate of Origin (MCO). If an MCO or bill of sale is not available, the MVC may accept an affidavit from the current owner.
