JERSEY CITY, NJ — A state grand jury has voted not to file criminal charges against the Jersey City police officers involved in the October 2025 fatal shooting of Teshawn Rogers, 27.
The state Attorney General's Office said Tuesday that the jury was presented with evidence from an investigation of the shooting, which took place on Oct. 21, 2025.
The evidence included body cam footage that was publicly released by the state back in February (shooting and sound start at 00:31):
In the videos, Rogers is shot. A police officer can be heard saying, "What the ----," and other police ask if their colleagues are ok.
The state had said that two members of the city's Street Crimes Unit were patrolling in an unmarked car early the morning of Oct. 21. Police spotted Rogers in the area of Bergen and Virginia avenues shortly after 1 a.m. When the police pulled over, Rogers immediately shot a gun and ran southbound, the state said.
The officers did not shoot. But a second police vehicle pulled to the side of the road. Officer Lance Jackson got out and shot Rogers, the state said.
Rogers was taken to Jersey City Medical Center, where he was pronounced dead at 1:44 a.m.
On Tuesday, state officials said, "As Mr. Rogers was walking northbound on Bergen Avenue. Two officers in an unmarked vehicle pulled to the side of the road ahead of Mr. Rogers. Mr. Rogers immediately discharged a firearm and ran southbound. The officers in the first vehicle did not discharge their weapons."
The grand jury finished its deliberations on Monday and voted "no bill," meaning no criminal charges should be filed against the officers, the state said.

The state's Office of Public Integrity and Accountability investigates all police-involved deaths in New Jersey, in accordance with a 2019 directive.
