Cops: Man Had 'Brown' Heroin, Needle In Monmouth County

A 35-year-old Toms River man was charged this past week with having heroin and a syringe in Asbury Park, police said.
Austin Kaiser was arrested on Dec. 30 after police allegedly found him with a syringe containing a brown liquid that was the suspected controlled dangerous substance, police said.
Kaiser, who has a history of being homeless, was charged on $2,000 bail. He was expected to appear in court at 8 a.m. on Dec. 30.

In 2013, Berkeley Township police charged Kaiser with driving while under the influence after they responded to a report of an intoxicated driver, Police Chief Karin T. DiMichele said.
Police spoke to Kaiser and later determined he was also under the influence of an opiate. He was also charged with being under the influence of a controlled dangerous substance, reckless driving and improper parking, DiMichele said.
