Delivery Van Driver Charged With DWI: Madison Police

MADISON, NJ - A 26-year-old Jersey City man driving a white delivery van was arrested and charged with driving while intoxicated, according to the Madison Police Department. Kevin Velez-Perez was stopped on Dellwood Parkway South by Patrolman Joseph DiRocco on Sept. 1, police said.

While speaking with Velez-Perez, DiRocco observed obvious signs of intoxication and asked Velez-Perez to perform field sobriety evaluations, police said. After the evaluations were completed, Velez-Perez was arrested for driving while intoxicated and transported to Madison Police Department for arrest processing, police said. While being processed, the defendant was also found to be in possession of suspected marijuana, police said. Additionally, he was charged with the motor vehicle infractions of driving while intoxicated, reckless driving, careless driving, possession of a controlled dangerous substance in a motor vehicle and having an open container of alcoholic beverage in a motor vehicle, police said. Velez-Perez was also charged with possession of marijuana under 50 grams, a disorderly person’s offense, and evidence tampering, a fourth degree crime, police said. Velez-Perez was released to a friend pending a court appearance in Morris County Superior Court, police said.

  • On Sept. 2 Cpl. Bart Glab arrested Basking Ridge resident Vishaal Kasinath, 18, and charged him with possession of marijuana under 50 grams, possession of drug paraphernalia, and failure to surrender controlled dangerous substances, police said. Glab stopped Kasinath’s car on Madison Avenue for speeding and after a conversation Glab observed signs of drug use within the vehicle, police said. Kasinath was found to be in possession of suspected marijuana, police said. In addition to the drug offenses, he was issued motor vehicle summonses for speeding, careless driving, possession of a controlled dangerous substance in a motor vehicle, and failing to possess a valid registration card, police said. Kasinath was released pending a court appearance in Madison Municipal Court.
  • Morris Plains resident Joseph Luis Garcia, 23, was arrested and charged with driving while intoxicated on Sept. 1, police said. According to police, Patrolman Kyle McDermott stopped Garcia on Route 24 for equipment violations. Upon speaking with Garcia, McDermott observed signs of intoxication and requested the driver to perform field sobriety evaluations, police said. Garcia was arrested for driving while intoxicated and transported to Madison Police Department for processing where he was also issued motor vehicle summonses for reckless driving, careless driving, failure to maintain lanes, delaying traffic, and maintenance of lamps, police said. Garcia was released pending a court appearance in Madison Municipal Court.
  • Sept. 2 saw Melissa F. Serbanica, 35, of Madison, arrested and charged with simple assault, police said. According to police, Patrolman Kyle McDermott was dispatched to an Elm Street apartment for an assault that had taken place. Upon arrival, McDermott spoke to the victim who identified Serbanica as the suspect, police said. Serbanica was arrested for simple assault, a disorderly person’s offense, police said. Following processing, she was released pending a court appearance in Madison Municipal Court. The victim did not seek medical attention, police said.
  • Tatianna A. Barnes, 21, of East Orange was arrested and charged with possession on Sept. 3, police said. Patrolman Julian Morales stopped Barnes’ vehicle on Main Street for equipment violations and after speaking with the driver observed signs of drug use within the vehicle, police said. Barnes was found to be in possession of suspected marijuana and various drug paraphernalia and she was arrested and charged with possession of marijuana under 50 grams and possession of drug paraphernalia, police said. In addition to the disorderly person’s offenses Barnes was issued motor vehicle summonses for possession of a controlled dangerous substance in a motor vehicle, obstructed view, and maintenance of lamps, police said. She was released pending her court appearance in Madison Municipal Court.
  • Bayonne resident Robert H. Fdyfil Jr., 25, was arrested and charged with possession on Sept. 8, police said. Sgt. Sean Plumstead stopped Fdyfil’s vehicle on Route 24 for a non-moving violation and while speaking with the driver, Plumstead detected an odor of burnt marijuana inside of the vehicle, police said. Fdyfil was arrested and charged with possession of marijuana under 50 grams and possession of drug paraphernalia, both disorderly person’s offenses, police said. Fdyfil was issued motor vehicle summonses for an unregistered vehicle. Fdyfil was later released pending a court appearance in Madison Municipal Court.
  • Plainfield's Jabril A. Muhammad, 24, was arrested by Patrolman Kyle McDermott and charged with possession on Sept. 11, police said. According to police, McDermott stopped Muhammad for an equipment violation and during the motor vehicle stop, Muhammad was found to be in possession of suspected cannabis oil and drug paraphernalia. Muhammad was arrested and charged with possession of cannabis oil less than 5 grams and possession of drug paraphernalia, police said. He was later released pending a court appearance in Madison Municipal Court.
