Lakehurst Sex Offender Accused Of Lewd Act At Lake Horicon: OCPO
The man, who was convicted of assaulting children in the past, was arrested last week, the prosecutor's office said.

LAKEHURST, NJ — A Lakehurst man who is a registered sex offender has been arrested after authorities say he touched himself inappropriately in front of a child at Lake Horicon.
Ocean County Prosecutor Bradley D. Billhimer said Richard R. Davis, age 65, of Lakehurst was arrested May 17 and charged with endangering the welfare of a child.
Lakehurst police officers were called to Lake Horicon on May 17 for a report of a man touching himself inappropriately in the presence of a child, the prosecutor's office said. The child's mother was able to provide a description of the man and police investigation determined it was Davis, Billhimer said.

Davis, who is listed in the New Jersey State Police sex offender database as Tier 2 offender, was convicted in 1990 of sexual assaulting juvenile females and "had previously committed lewd acts" in front of female strangers. The listing does not give an approximate age of his victims.
Davis was questioned in last week's Lake Horicon incident by detectives from the Special Victims unit of the prosecutor’s office and Lakehurst police officers and arrested. The prosecutor's office said he was taken to the Ocean County Jail but the county corrections website has no information on him.

Billhimer praised Lakehurst police and the SVU detectives for their investigation.
"Lake Horicon is a beautiful area," Billhimer said. "Families should be able to visit the lake and the park without fear of this type of behavior."
