With Gov. Phil Murphy on vacation, Lt. Gov. Sheila Oliver signed three bills into law on Monday that are supposed to address gun violence intervention.

Oliver signed S3301, S3312 and S3323 into law, which will:

  • Require the commissioner of health to establish the "Hospital-Based Violence Intervention Program Initiative." The commissioner would develop and implement a comprehensive, coordinated plan to create hospital-based violence intervention programs in which people recovering from violent injuries are counseled by trained intervention specialists that offer long-term case management, connection to community services, mentoring, and follow-up assistance, in order to substantially reduce the risk of violent re-injury and discourage the use of retaliatory violence.
  • Provide that any hospital in the state that has services in a municipality that has a disproportionately high rate of firearm violence or homicides essentially be required to establish a hospital-based or hospital-linked violence intervention program within one year.
  • Require victim counseling services to establish a partnership with state-designated trauma centers to provide for the referral of victims who are trauma patients injured in a violent manner to violence intervention programs.

The signing comes one day after a gunman dressed in body armor opened fire outside a bar in the city's popular Oregon historic district Sunday, killing nine people and wounding 27 others. Police then shot the suspect to death.

A federal law enforcement official identified the shooter on Sunday as Connor Betts, 24, of Bellbrook, Ohio, as CBS News first reported. Betts worked in Centerville at a fast food restaurant, the official told Patch. Read more: Shooting In Dayton's Oregon District: 9 Killed, 27 Hurt

Five Mexican nationals, meanwhile, have been identified among the 21 slain in a shooting at Walmart store in El Paso, according to a Mexican government official, and authorities were looking into whether the massacre was a hate crime.

A gunman wielding an AK-47-style rifle opened fire Saturday morning in and around a Walmart store near Cielo Vista mall, sending panicked shoppers racing for cover. Murphy released a statement following the attacks, saying: "Within a mere 12-hour span, and 1,500 miles apart, we saw the horrible impacts of powerful weapons too easily ending up in the wrong hands.

"The domestic terrorist attacks in El Paso and Dayton, and last week's attack in Gilroy, California, ought to be the wake-up calls to pull our national leaders out of the gun lobby's trance," he said. "Sadly, however, all we hear is the cliched refrains of 'thoughts and prayers.' It is past time for Senate Majority Leader Mitch McConnell to put commonsense House-passed gun safety legislation up for a vote in the United States Senate.

"Over the past 18 months, we have taken tremendous strides to end the crisis of gun violence in our state, but we cannot have these advances undone by continued inaction and deflection at the national level. I am proud that New Jersey is leading the way in gun safety. It's well past time for Congress to follow. Inaction is inexcusable."
