Campaign against arrogant high-beam use

How often have you found yourself facing this, either with oncoming traffic, or in your rear-vision mirror, and ducking to avoid eye-burn?

I've been wanting to start some sort of campaign for a while, and don't know if it's been an issue in the press at all here.

But, every time I drive at night in this area - we moved here 2 years ago from north Jersey, I'm astounded by the number of drivers who leave their high-beams on, blinding everyone else.

Where I come from originally (in a land far away), high-beams are for being on a road with no oncoming or rear traffic, to see what's up ahead.

I cannot understand the mentality of all those drivers who feel it's their right to leave the high-beams on, even in a regular stream of traffic which makes it extremely uncomfortable for drivers in both directions.

I would like to see how many others feel the same way, or is it something totally accepted and ignored?
