Leaf Blowers, Landscapers And Montclair: The Great Debate Continues
Montclair is considering a total ban on gas leaf blowers. But some landscapers argue that they're getting the short end of the stick.
MONTCLAIR, NJ — The great leaf blower debate continues in Montclair.
A proposed ordinance that would completely ban the use of gas-powered leaf blowers in Montclair took a big step forward last month, when the town council voted 5-2 to approve it on first reading.

Under the town’s current rules, “internal combustion” leaf blowers are banned from May 15 to Oct. 15. The regulations also limit the times that the devices can be used, and carry a $100 minimum fine for those who don’t comply.
The proposed ordinance would completely ban the use of gas-powered leaf blowers on private and public property in Montclair. It would also increase the minimum fine to $250 for a first offense.

Electric leaf blowers would be allowed throughout the year, except on air quality action days. A maximum of two leaf blowers of any kind would be allowed to be in use at the same time on a property under one acre – except if it’s owned by the township.
The debate about leaf blowers has been raging since Montclair first placed restrictions on their use in 1994. Some people claim that bans make for a cleaner environment and less noise pollution, in addition to protecting landscaping workers from inhaling particulates.
But some critics argue that leaf blower bans place an unfair burden on private landscaping companies, who may raise their prices to cope with the additional expense of operating in Montclair.

Some critics of the proposed ordinance spoke before the town council last month, including a longtime landscaper in Montclair who also owns property in the township.
“I only ask you: let’s come to a compromise,” he said during the public comment portion of the meeting, claiming that electric blowers – which have limited battery life – aren’t up to the task of maintaining large properties.
In addition, the devices are still way too expensive, he said.
“Give us time,” he asked, saying that in just a few years, the technology may be advanced enough to change the situation.
Another resident echoed the sentiment, opining that electric blowers are still exorbitantly expensive.
“Your intentions are great with this leaf blower ban, but I think we’re jumping the gun a little bit,” he said. “The technology on the new machines is not there yet … they just aren’t able to do the job.”
“I think it’s a rather vocal minority that wants this,” he continued. “The vast majority of the people – especially those with larger properties – are just going to be greatly underserved … and these people pay enormous tax bills.”

Other residents have spoken in favor of the ban, including at last month’s council meeting.
“I am pleading with all council members to please pass the ban on gas-powered leaf blowers year-round,” one speaker said during public comment.
“I have asthma, and their use affects my life quality,” she continued. “I am a walker, and they are everywhere … Gas blowers are injuring our hearing, breathing, the soil, wildlife – and this is throughout the community.”

ELECTRIC LEAF BLOWERS: ARE THEY UP TO THE TASK?
The argument that electric leaf blowers aren’t up to the task will be challenged at an “electric equipment demonstration” from 10 a.m. to noon at Tuers Park, 68 Stonehenge Road in Montclair on Saturday, Aug. 26.
According to a municipal notice, the Montclair Office of Environmental Affairs and Sustainable Montclair are inviting residents and landscapers alike to “experience the future of outdoor power.”
The notice states:
“Are you tired of the noise, emissions, and hassle of traditional outdoor power equipment? Look no further! The Electric Leaf Blower and Outdoor Power Equipment Demonstration is here to showcase the cutting-edge technologies that are revolutionizing the way we maintain our outdoor spaces.”
“Montclair residents and local landscaping companies are invited to this hands-on event that highlights the benefits of electric equipment without compromising on performance,” the notice continues.
According to organizers, event highlights will include:
Live Demonstrations – “Witness the power of electric leaf blowers and more in action. Experience firsthand how these devices deliver impressive results while being kinder to the environment.”
Sustainability – “Learn about the eco-friendly advantages of electric equipment. From reducing noise pollution to minimizing carbon emissions, these tools are designed to preserve the beauty of our surroundings.”
Interactive Stations – “Engage with experts who will guide you through the features and operation of various electric outdoor tools. Discover the ease of use, low maintenance, and operational efficiency that come with these modern marvels.”
Community Dialogue – “Connect with fellow Montclair residents and landscaping professionals who share your passion for both pristine landscapes and sustainable living. Exchange insights, tips, and experiences with like-minded individuals.”
