Montclair Man Is Newest Passaic Valley Sewerage Commission Board Member

The Passaic Valley Sewerage Commission serves more than 1.6 million residents in Bergen, Essex, Hudson, Union and Passaic counties.

ESSEX COUNTY, NJ — Joshua Zielinski of Montclair was recently sworn in as the newest member of the Passaic Valley Sewerage Commission (PVSC), replacing longtime board member, Thomas Tucci.

Zielinski was nominated to the role by Gov. Phil Murphy and confirmed by the New Jersey Senate. He was sworn in on Thursday.

The commission provided the following background information about Zielinski’s qualifications:

“A seasoned attorney, Mr. Zielinski has practiced law in the state of New Jersey for more than 25 years. Following a judicial clerkship with the Honorable Ronald B. Graves, J.S.C., he began his legal career at the Morristown-based law firm McElroy, Deutsch & Mulvaney, LLP, where he practiced from 2000 to 2017. Since 2017, he has been a partner at O’Toole Scrivo, LLC, in Cedar Grove. He holds a Bachelor of Science in Political Science from Alfred University and a Juris Doctor from Syracuse University College of Law.”

Zielinski succeeds Tucci, who served on the board from 2014 to 2025. Tucci announced he was resigning from the board last year due to his relocation outside of PVSC’s service area. His decade-long run as chairperson is the second-longest in the agency’s 123-year history.

Other PVSC board members include its chair, Brendan Murphy of Totowa, vice chair Luis Quintana of Newark, Elizabeth Calabrese of Wallington, John Cosgrove of Fair Lawn, C. Lawrence Crump of Newark, James Doran of Harrison, Joseph Isola of Union City, and Hector Lora of Passaic.

“Commissioner Zielinski’s appointment strengthens an already exceptional coard of commissioners, and I am very pleased to welcome him to the PVSC,” Murphy said.
