Child Porn Manufacturing In Burlington Co. Man's 12-Count Indictment: AG

TRENTON, NJ — A grand jury in Trenton returned a 12-count indictment Monday against a Burlington County resident accused of creating child pornography while attending college.

Keyon Luff, of Edgewater Park, directed at least three children to record themselves performing sexual acts on video and to send him those files, according to the New Jersey Office of the Attorney General (OAG). He impersonated a woman on social media while communicating with victims, the agency said Monday.

Luff, 21, was initially charged in May after police executed a search warrant in his dorm room at Montclair State University, authorities said. He's currently being held at the Essex County Jail, pending trial.

The indictment carries some additional charges, including three counts of photographing or filming a child in a prohibited sexual act or in the simulation of such an act — a second-degree offense.

Between January and July 2021, Luff used a popular social media platform to contact the victims — all children ages 14-16 — the OAG said. The Burlington County man created fictitious online accounts to engage with the children in sexually explicit conversations, according to authorities.

According to the investigation, Luff impersonated a woman on one platform and used that false identity to obtain sexual files of others, including minors. Detectives seized several digital devices from Luff's dorm room on May 3 and found he possessed images of child sex abuse, the OAG said.

The indictment includes the following charges:

• manufacturing child sexual exploitation/abuse material (three counts, first-degree)
• sexual assault (one count, second-degree)
• photographing or filming a child in a prohibited sexual act or in the simulation of such an act (three counts, second-degree)
• impairing or debauching the morals of a child (three counts, third-degree)
• possession of child sexual exploitation/abuse materials, less than 1,000 images (one count, third-degree)
• impersonation (one count, fourth-degree)
