Ex-Morris Co. Cop Sentenced To 6 Years For Misconduct: Prosecutor

The now-former Rockaway Township police officer plead guilty to official misconduct stemming from on-duty sex with two teenagers.

MORRISTOWN, NJ - A now-former Rockaway Township police officer who previously pleaded guilty to two counts of official misconduct and agreed to forfeit his law enforcement job after he admitted to having sex with two teenage girls while on duty was sentenced to six years in prison for official misconduct, according to Morris County Prosecutor Frederic M. Knapp.

Wilfredo Guzman, age 45, formerly of Rockaway Township, New Jersey, was sentenced Friday by Judge Catherine M. Enright six years in New Jersey State Prison.

Guzman had been employed with the Rockaway Township Police Department for approximately 14 years at the time of his arrest in April 2017. On May 31, 2018, Guzman admitted to engaging in sexual acts with two separate under-age females on two different occasions while on-duty as a police officer, Knapp said.

Guzman must serve a minimum of five years of the six year term prior to being
eligible for parole, Knapp said. In addition, he was ordered to engage in mental health counseling, pay mandatory fines and penalties and to have no contact with the victims in question, Knapp said.

“The public should, and does, expect the highest level of ethical and honorable behavior of Law Enforcement Officers," Knapp said. "The reprehensible actions of this defendant should not tarnish the image of the thousands of honest sworn officers in Morris County”.

Knapp thanked the Morris County Prosecutor’s Office’s Sex Crimes/Child Endangerment Unit, particularly Sgt. Marshall Wang, Professional Standards Unit, Special Enforcement Unit, High Tech Crimes Unit, and the Morris County Sheriff’s Office – Criminal Investigations Section whose efforts contributed to the investigation and resolution of the matter.

Upon release Guzman is prohibited from obtaining public employment in the future, Knapp said.
