Child, 3, Killed During Newark Police Chase

Newark police were pursuing a wanted suspect when he crashed and struck a three-year-old, who was standing on the sidewalk with his mom.

A Newark man attempting to flee police in a 2002 Hyundai Sonata struck and killed a three-year-old boy on Friday morning.

According to authorities, the fatal crash took place around 7:40 a.m., as Newark police were attempting to apprehend Troy Ruff, 22, for outstanding aggravated assault and weapons charges.

After refusing to pull over for pursuing officers, Ruff allegedly struck a car on 15th Avenue. His vehicle then mounted a curb and struck the three-year-old – later identified as Rahmere Tullis of Newark - who was standing on the northeast corner of the sidewalk with his mother.

Emergency responders pronounced Tullis dead on the scene.

Officers immediately arrested Ruff following the crash. He was charged with aggravated manslaughter, vehicular homicide and eluding police.

Ruff is still facing aggravated assault and weapons charges stemming from a May incident, the Essex County Prosecutor’s Office stated.

Bail on today’s charges was set at $500,000.
