JERSEY CITY, NJ — If you saw a man darting in and out of traffic near the toll plaza of the Holland Tunnel in Jersey City on Tuesday morning, you weren’t alone.

Port Authority police charged Keith Semiday, 42, of Manhattan, NY, with resisting arrest and being under the influence of a controlled dangerous substance after allegedly catching him “causing a disturbance” and trying to open the doors of several cars entering the Holland Tunnel around 6 a.m.

According to police, Semiday ignored a sign prohibiting pedestrian traffic in the toll plaza. When officers arrived on the scene, Semiday led them on a foot chase through stopped traffic at the tunnel entrance and flailed his arms while being handcuffed before eventually being subdued.
