Newark Gets $103K Rebate From PVSC (Here’s Why)

NEWARK, NJ — Newark was among several New Jersey towns that received thousands of dollars in rebates from the Passaic Valley Sewerage Commission’s Municipal Rebate Incentive Program.

According to the Passaic Valley Sewerage Commission (PVSC), here’s why Newark got its $103,741 payday:

“All construction projects within the PVSC service area are required to be assessed for connection fee applicability. First, a construction project application must be submitted to the PVSC inspection and compliance bureau connections unit. PVSC inspectors then review each application and work closely with municipal building departments and code enforcement officers in order to calculate the appropriate connection fee. In accordance with the Municipal Rebate Incentive Program, 15% of that fee (up to $5,000 per file) is then refunded back to the municipalities in exchange for their cooperation.”

According to the PVSC, its inspectors reviewed 2,245 applications in 2017. Out of these, 866 showed a daily discharge of an additional 3,336,345 gallons into the PVSC system, which resulted in more than $6 million in connection fees.

More than $527,200 from the fees was rebated to the PVSC’s contributing municipalities, including $103,741 to Newark, the agency stated.

The remaining 1,379 applications were deemed to have “no impact” to the system and were given a “Review - No Fee” status, the PVSC stated.

“This is a great, cooperative program through which PVSC ensures that all new construction projects pay the required connection fee and our member towns receive some much-needed revenue to help offset the costs of basic services," Chairman Thomas Tucci said.
