Shell Oil Wants To Renew Air Quality Permit For Newark Terminal

NEWARK, NJ — Shell Oil is trying to renew an operating permit for a facility on Delancy Street in Newark, with plans to hold a public information event open to the community on Wednesday, Aug. 7.

Shell Oil Products U.S. is applying to renew an existing Title V – Air Quality Operating Permit for its Newark Terminal, located at 909 Delancy Street.

A notice of intent posted to the New Jersey Department of Environmental Protection’s (NJDEP) website provides more details about Shell’s proposal:

“Shell’s Title V Operating Permit, Permit Activity Number BOP170001 was initially issued on August 3, 2021 and subsequently Shell has submitted a Title V Operating Permit Renewal Application. The permit renewal proposes no changes to air emissions though includes proposed changes such as the potential for loading and storage of other fuel types (e.g. ethanol), and includes administrative changes – the details of which will be discussed at the Public Information Session. Upon final approval by NJDEP, the permit will be renewed for an additional five years.”

The Aug. 7 public information session will be held in-person at The Crowne Plaza Newark Airport, 901 Spring Street in Elizabeth at 6 p.m. Interpretation services will be available for Spanish speakers.

Shell is accepting written comments from the public on the Title V Operating Permit renewal for a period of 60-days from July 8 through Sept. 5. Comments can be submitted to Tito Montalvo, Terminal Manager via email to SHLUSANewarkComments@shell.com, or via United States Postal Service to: “Shell Oil Products, US Newark Terminal 909 Delancy Street Newark, NJ 07105.”

The proposal has seen criticism from Clean Water Action, which claimed that the facility “has the potential to impact air quality, particularly with proposed changes such as the storage of additional fuel types like ethanol, which is considered a “volatile organic compound.”
