4 Charged In South Jersey Stolen Car Crash That Killed 2: Prosecutor

MAYS LANDING, NJ — Four people have been charged in Saturday's head-on crash that killed two people on Route 50, the Atlantic County Prosecutor's Office said.

The collision, involving a stolen vehicle, killed Robert Barr, Jr., 54, and Alice Stilwell, 67, both of Egg Harbor Township, authorities said.

The occupants of the stolen vehicle, 18-year-old Nayshaun Brown of Atlantic City and three juveniles, were each charged with the following:

• Conspiracy to commit second-degree aggravated assault (bodily injury while joyriding)
• Conspiracy to commit third-degree joyriding
• Conspiracy to commit second-degree eluding
• Conspiracy to commit second-degree theft by receiving a stolen motor vehicle

Brown was additionally charged with first-degree employing a juvenile in the commission of a crime.

Brown's charges were placed on a complaint warrant; he currently is held at the Atlantic County Justice Facility. One juvenile was ordered held and another was released by a judge Sunday morning, officials said. The third juvenile remained in custody pending a judge as of Sunday.

The investigation is a cooperative effort between the Atlantic County Prosecutor’s Office, the Hamilton Township Police Department and the Office of the Attorney General.

The attorney general's office did not give any details of the circumstances of the crash, but referenced the 2019 law that "requires the Attorney General’s Office to conduct investigations of a person’s death that occurs during an encounter with a law enforcement officer acting in the officer’s official capacity or while the decedent is in custody."

"It requires that all such investigations be presented to a grand jury to determine if the evidence supports the return of an indictment against the officer or officers involved," the statement said.

Additional charges and information will be released when appropriate, according to the Atlantic County Prosecutor's Office.
