Cape May County Prosecutor Promotes Paul Skill to Chief of Investigators

The promotion was among four announced on Monday.

Cape May County Prosecutor Robert L. Taylor announced the following promotions, effective April 2:

  • Captain Paul Skill, of Middle Township, to Chief of County Investigators;
  • Lieutenant Michael Emmer, of Middle Township, to Captain of County Investigators;
  • Sergeant Daniel Holt, of Middle Township, to the rank of Lieutenant; and
  • Detective Ashlee Marriner, of Middle Township, to the rank of Sergeant.

Skill, 46, grew up in Cape May County. His wife, Vicki, is a retired Police Lieutenant from the North Wildwood Police Department and their 21 year old son is currently a Police Officer in North Wildwood. Skill began his law enforcement career in 1991 with the West Wildwood Police Department. In 1994 he was hired by the North Wildwood Police Department and worked in the patrol and detective division.

Skill joined the Cape May County Prosecutor’s Office in 2007 as an investigator assigned to the Gangs, Guns and Narcotics Task Force. Since his hire, he has worked through the ranks as a supervisor of the Gangs, Guns and Narcotics Task Force as well as the Major Crimes Unit.

Skill is a graduate of the FBI National Academy, session 258, and also a Certified Public Manager. He is a New Jersey State Certified Police Instructor, Firearms Instructor, Conducted Energy Device Instructor and was previously assigned to the Cape May County Rapid Response Team.

Emmer began his law enforcement career in 1994 as a Class II Police Officer in North Wildwood. In 1998, he was hired as a State Investigator with the NJ Division of Criminal Justice where he worked throughout the State in the Insurance Fraud and Major Narcotics Bureaus.

Emmer joined the Cape May County Prosecutor’s Office as an Investigator assigned to the Major Crimes Unit in 2005. Since his hire he has worked through the ranks as supervisor of the Gangs, Guns and Narcotics Task Force, the Major Crimes Unit, and the Special Operations and Planning Unit. Mike is a New Jersey Certified Police Instructor and a senior firearms instructor who currently supervises the Prosecutor’s Rapid Response Team.

Emmer lives in Cape May Court House with his wife Anne, who is the Corporate Partners Manager for Morey’s Piers, and their two daughters.
