What rules would you like to see in police promotion procedures?

The borough is in the midst of to create a new police promotional procedure. In the past, the process has been of being overtly political. If you were in the council's position, what sort of provisions would you want to see in a new promotional procedure? How would you try to prevent the legal issues the borough has run across in the past?
