Parsippany Police Department Promotes 7 Officers to Sergeant
Authorities will now become supervisors of patrol and other units on the force.

Seven of Parsippany Police Department’s 96 officers were promoted during a ceremony Wednesday morning to the rank of sergeant, taking the next step in their respective law enforcement careers.
Among the officers are Steven Miller, Luke Costigan, Matthew LaManna, Ronald Carrozzino, Alfred Keiser, Joseph Puso, and Earl Kinsey. The newly minted sergeants were sworn in by police chief Paul Philipps and Mayor James Barberio.
Their respective profiles, from the police department, are as follows:

Sgt. Steven Miller:
Sergeant Steven Miller was hired by the Parsippany – Troy Hills Police Department in July 2001. He has spent his Law Enforcement career assigned to the Patrol Division where he is specialized in Crash Investigation. Sergeant Miller is a Combat Veteran from his service in the United States Navy from 1987 to 1991 where he was deployed for Operation Desert Storm during the Gulf War from 1990-1991. He is also a member of the Department’s Tactical Patrol Rifle Unit and served as a Field Training Officer for newly hired Police Officers. He will continue in the Patrol Division as a shift Supervisor.
Sgt. Luke Costigan:
Sergeant Luke Costigan transferred to the Parsippany – Troy Hills Police Department in October 2004. He was previously employed by the Essex County Sheriff’s Department. He served in the Patrol Division until his transfer to the Investigative Division, Youth Services Section where he served as a School Resource Officer within the Township’s schools. He obtained Bachelor of Arts degrees in Business and Psychology from the University of South Florida and is a recipient of a Life Saving Award presented to him by the Parsippany – Troy Hills Police Department. Sgt. Costigan will be transferred to the Patrol Division as a shift Supervisor.

Sgt. Matthew LaManna:
Sergeant Matthew LaManna transferred to the Parsippany- Troy Hills Police Department in April 2007. He was previously employed by the Township of South Orange Village Police Department and Morris County Sheriff’s Office, Bureau of Law Enforcement. He also served the Belmar Borough Police Department as a Class II Special Law Enforcement Officer.
Sergeant LaManna serves as a Crash Investigator and Field Training Officer for the Department. He holds a Bachelor of Arts degree from Seton Hall University, with a Major in Criminal Justice and Minor in Philosophy. He also possesses two Masters Degrees from the City University of New York’s John Jay College and Seton Hall University as well as an Education Specialist degree for Leadership and Management from Seton Hall University.
The Parsippany – Troy Hills Police Department has awarded Sergeant LaManna the Educational Achievement Award, three Unit Citations, one Exceptional Duty Award, two Command Citations, one Parsippany Ambulance Squad Life Saving Award and six Departmental Commendations. Sergeant LaManna will remain in the Patrol Division as a shift Supervisor.
Sgt. Ronald Carrozino:
Sergeant Ronald Carrozzino was hired by the Parsippany-Troy Hills Police Department in July 2009. He is a Combat Veteran from his service in the United States Marine Corps from 2003 to 2007 where he was deployed to Iraq from 2004 to 2005. He is currently pursuing a degree in Psychology from Campbell University. Sergeant Carrozzino will remain in the Patrol Division as a shift Supervisor.
Sgt. Alfred Keiser:
Sergeant Alfred Keiser was hired by the Parsippany –Troy Hills Police Department in July 2001. He formerly served in the Monmouth County Sheriff’s Department as a Corrections Officer as well as a Special Officer in Sea Bright. Sergeant Keiser serves as a Firearms Instructor for the Department and is a member of the Department’s Tactical Patrol Rifle Unit.
Sergeant Keiser is a Combat Veteran from his service in the United States Army where he served as a Combat Medic while deployed to Bosnia in 1995 to 1996 for Operation Joint Endeavor where he earned various medals and commendations, to include; the Armed Forces Expeditionary Medal, Army Achievement Medal and NATO Medal.
He has also been awarded two Command Citations, three Unit Commendations, one Life Saving Award and a Military Commemorative Medal for Distinguished Military Service while employed by the Parsippany – Troy Hills Police Department. Sergeant Keiser will be assigned as a Shift Supervisor for the Patrol Division.
Sgt. Joseph Puso:
Sergeant Puso was hired by the Parsippany – Troy Hills Police Department in July 1999. In 2007, he was transferred from the Patrol Division to the Department’s Investigative Division where he obtained the rank of Detective. Sergeant Puso was a Juvenile Detention Sergeant while employed at the Morris County Juvenile Detention Center, prior to joining the Parsippany Police Department. Sergeant Puso has been awarded a Life Saving Award, Valor Award, two Unit Citations and a Meritorious Service Medal. He also holds a Bachelor’s Degree in Political Science from William Paterson University. He also served in the Army National Guard as a Chaplain’s Assistant. Sergeant Puso has also participated in the Police Unity Tour three times, fought in the Fista-Cuffs charity boxing events twice, is a member of the Italian-American Police Society and Police Pipes & Drums of Morris County. He will continue to serve in the Investigative Division as a Supervisor.
Sgt. Earl Kinsey:
Sergeant Earl Kinsey transferred to the Parsippany-Troy Hills Police Department from the City of Rahway Police Department in August of 2003. He served in the Patrol Division for 5 years before he was transferred to the Planning and Research Section where he has served as a Community Relations officer for the last 6 years. He also serves as our department’s Communicable Disease Exposure Officer, Primary CPR and First Aid Instructor, Hazardous Materials Operations Instructor, Weapons of Mass Destruction Operations Instructor, Assistant Terminal Agency Coordinator, Emergency Medical Services and Rescue and Recovery Liaison and provides public information to news outlets.
Sergeant Kinsey is a member our Tactical Patrol Rifle Unit and is a member of the Morris County Rapid Deployment Team. He has also administered our public webpage as well as all of our social media platforms since their inception and ran our most recent Citizen’s Police Academy. He has been awarded one Letter of Commendation and one Unit Commendation from the Parsippany – Troy Hills Police Department. He will be assigned as a shift Supervisor within the Patrol Division.
