Marshall served as a regional director of the group and from 2006 to 2011 had access to the organization’s bank accounts and credit cards, according to the article.

The Eastern Region of Pop Warner includes the New Jersey Shore Pop Warner Conference, which until 2011 was known as the Jersey Shore Pop Warner Conference and included almost all towns in Monmouth and Ocean counties. A split occurred in 2011 and a number of the teams left Pop Warner to join the American Youth Football League.
