Portman Leads Ballard In Red Bank's Democratic Primary For Mayor
Billy Portman was leading Councilman Michael Ballard in unofficial results last night, with 730 votes to Ballard's 473.

RED BANK, N.J.— Newcomer Billy Portman, who bucked the Monmouth County Democratic organization to challenge Councilman Michael K. Ballard in the mayoral primary, was leading last night by 730 votes to Ballard's 473.
When reached last night, Portman said he has declared victory, and he said he was congratulated by Gov. Phil Murphy, a Middletown resident. The vote totals are still unofficial.
Ballard and Portman were seeking the Democratic nomination for the seat currently held by longtime Mayor Pat Menna who was not endorsed by the Red Bank Monmouth County Democrats and chose not to run.
