Council members are also set to introduce three bond ordinances. One would authorize $13,008,000 in bonds or notes for utility capital improvements. A second would authorize $9,298,581 in bonds or notes to help finance $9,787,900 in capital improvements. A third ordinance would authorize a special emergency appropriation to fund contractually required severance liabilities, according to the agenda.

The consent agenda includes two resolutions authorizing refunds of planning department fees.

Additional resolutions on the agenda include appointing a member to the Human Relations Commission, a resolution of need for the Matrix PPF Route 130/Exit 8A Industrial Fund LLC project, and resolutions recognizing Theresa Thompson on her retirement and honoring Ronald John Kornacivich for his military service, according to the agenda.

The council will also authorize a closed session to discuss personnel matters, contractual negotiations — including a Wilson Farm agreement amendment — and pending or potential litigation, including matters involving P&A/Fresh Impressions II, Earle Asphalt's Ridge Road improvement project, and a tow license discussion, according to the agenda.

A voucher list for Sept. 2 is also on the agenda.
