Toms River has the licenses available to sell because the town's population has increased to more than 95,000. New Jersey law allows a town to issue a distribution license for each 7,500 people, and a consumption license for every 3,000.
The Toms River Township Council set a minimum bid of $700,000 for the distribution license and a minimum of $825,000 for the consumption license in the resolutions approving the sales.
