Friday's incident happened about 6:30 p.m. at the intersection of Water Street and Robbins Parkway. Robbins Parkway is the street that runs from Water Street south to Baker's Water Street Grille.
Stocco said a witness at the scene told Toms River Traffic Officer Pascal Gambardella that Icklan was crossing Water Street headed south in the crosswalk when he was hit by a 2003 Isuzu driven by Carlos Irizarry, 51, of Toms River. Icklan was crossing against his pedestrian indicator signal, the witness told police, Stocco said.
