Toms River Police Chief Michael Mastronardy said the Toms River Police force on the whole is down officers, due to retirements that began in 2010. The vacancies exist in the EMS officers as well, and Leach said applications for part-time positions are now being solicited.
"Part time CSO’s act as relief to fill vacancies left by full time officers," Leach said.
