You’re taking a Sunday walk through Verona, when you come across a dog sitting on the lawn ahead of you.
Do you have the right to expect the animal’s owner to put it on a leash?
This was the problem that led to a tiff between two Verona residents on May 31, around 10:30 a.m. According to police, the incident took place on Dodd Terrace, when a woman out on a walk allegedly encountered an untethered dog roaming on a front lawn.

The resident reportedly asked the owner to put the dog on a leash.
The owner refused, responding that the dog was on her own property.

So who was right?
According to the Verona Township Code:
“No person owning, keeping or harboring any dog shall suffer or permit it to run at large upon the public streets or in any public park or in any public building or at any other public place within the borough. No person shall permit any dog in his care or under his control to go upon the lawn, yard or entrance walk or driveway of any private residence without the permission of the owner thereof. Except when confined to the property of the owner, dogs will be on a leash at all times.”
