School Board President In New Jersey Arrested For Child Porn: AG

The school official shared videos of adults engaging in a sexual act with a blindfolded child, and another involving a dog, authorities say.

DUNELLEN, NJ — The president of a board of education in New Jersey was arrested Tuesday for having and sharing child porn, including videos of adult males engaging in a sexual act with a prepubescent girl who was blindfolded and bound with rope, authorities said.

Another video either possessed or shared by the Dunellen board president involving the same girl depicted sexually explicit conduct involving a dog, Attorney General Christopher S. Porrino announced.

Phillip C. Heiney, 67, was charged with second-degree distribution of child pornography and third-degree possession of child pornography.

Police reportedly found numerous images and videos of child pornography on his computers when they executed a search warrant at his Dunellen home.

More than 100 pieces of computer equipment at the home, including laptops, hard drives, thumb drives and other media storage devices, were seized and taken to the Regional Computer Forensics Laboratory in Hamilton for full forensic examinations.

The investigation began when a detective in the New Jersey State Police Digital Technology Investigations found Heiney was sharing videos of child pornography from a shared folder bin which showed adult males engaged in sexual acts with prepubescent girls, according to the attorney general.

Videos from Heiney's IP address were found to be downloaded in Nevada. They included a video in which an adult male engaged in a sexual act with a prepubescent girl who was blindfolded and bound with rope. The video also depicted sexually explicit conduct involving a dog and the bound girl, according to the attorney general.

“It’s appalling that a man who leads his local school board and holds himself out as being concerned about young students would allegedly participate in the depraved sexual exploitation of innocent children by viewing and distributing child pornography online,” stated Porrino. “Anyone who would commit such crimes belongs in prison, not in our schools.”

Heiney is being lodged in the Middlesex County Jail with bail set at $75,000, full cash.

He could face five to 10 years in state prison and a fine of up to $150,000 for second-degree crimes and three to five years in state prison and a fine of up to $15,000 for third-degree crimes.
