Victim Of Hillsborough Men Arrested For Sexual Assault Told Police Abuse Began When He Was 14-Years-Old
The now 27-year-old victim of the two Hillsborough men arrested and charged with sexual assault told police the abuse began when he was 14.

The now 27-year-old victim of Allan Harbatuk, one of two Hillsborough men arrested and charged with sexual assault, told police the abuse began in 2002 when he was 14-years-old and lasted until he was about 17.
Harbatuk (pictured), 68, was arrested in his Homestead Road home by Hillsborough police following a 10 month long investigation lead by the the Somerset County Prosecutor’s Office Sex Crimes and Child Abuse Unit, the Ocean County Prosecutor’s Office Special Victim’s Unit.
Raymond F. Waters, 63, also of Homestead Road, was arrested and charged with sexual assault and endangering the welfare of a child for the same crime.

According to Somerset County Prosecutor Geoffrey D. Soriano, the victim reported the abuse to the Ocean County Prosecutor’s Office this past January.
He said the abuse began in 2002 when Waters was his art teacher at Toms River High School North. Waters was also a Boy Scout leader at the Joseph A. Citta Scout Reservation where the victim worked in Barnegat.

He introduced the victim to Harbatuk in the summer 2003.
The abuse reportedly took place at the camp - it also took place in Hillsborough Township and Toms River according to the Ocean County Prosecutor’s Office.
