Paterson Police charged the woman, whose name they did not release, with endangering the welfare of a child, domestic violence and criminal mischief, NorthJersey.com reported.
The viral video shows the woman, whose name was not in the report, walking around the vehicle, smashing the vehicle's windows while her children, ages 5 and 3, sit crying, according to Univision.
At one point, the father says that the children were being cut, but the woman keeps going, according to the Univision report.
The video shows the woman getting the children out of the backseat and putting them into another vehicle that pulled up alongside the SUV.
