Gloucester County Reveals Drop Box, Poll Sites For 2020 Elections
After a legal fight, Gloucester County announced on Thursday the polling and vote-by-mail drop box locations for the general election.
GLOUCESTER COUNTY, NJ — Following a legal battle over some polling locations, Gloucester County officials announced polling locations and vote-by-mail drop box locations on Thursday.
On Sept. 25, a state judge gave Gloucester County Clerk Jim Hogan the authority to designate the location of some polling locations after what Hogan called a “deadlock and inaction” on the part of the Gloucester County Board of Elections.
“This delay was caused by the continuing failure and inability of the Gloucester County Board of Elections Commissioners (BOE) to comply with the law, to meet, vote and agree on locations for polling places and ‘secure ballot drop boxes,’” Hogan said in a letter to the public apologizing to the public. “This has delayed the original printing and mailing of the vote-by-mail ballots for the November general election.”

After Gov. Phil Murphy declared that voting in New Jersey would be primarily vote-by-mail, he ordered the county boards of elections to pick the polling places and the locations of the secure ballot drop boxes.
On Sept. 17, Gloucester County Republican Party Chairwoman Jacqueline Vigilante and two Republican members on the board of elections filed a lawsuit in which they accused Democratic members of the board of establishing the polling locations before they were approved by the full board, and that many of them were in “predominantly democratic areas,” according to nj.com. Hogan was among the officials that were sued.

“The BOE has agreed on 13 countywide locations for ballot drop boxes,” Superior Court Judge Mary Beth Kramer said in her ruling. “Unfortunately, they are at an impasse over the location of the polling places. As a practical matter, time is running out. By statute, defendant Hogan has the authority as the county clerk to determine the location of the polling places if the BOE is unable to reach an agreement.”
After she granted Hogan the authority to determine the locations, he said the Gloucester County Superintendent of Elections, the Gloucester County Office of Emergency Management, and all the municipal clerks to confirm the polling locations. They are also being staffed and made compliant with standards set forth by the Centers for Disease Control and Prevention (CDC) to help stop the spread of the coronavirus.
Ballots were printed and sent out, but with a short delay, Hogan said. The polling locations and vote-by-mail drop box locations were published on Thursday, and their locations can be found below.

All active registered Democrats and Republicans have automatically received a vote-by-mail ballot, officials said. Each ballot will include a return postage-paid envelope and can either be put in the mail; deposited in one of the 13 secure drop boxes located throughout the county; or delivered directly to the Board of Elections.
