Please be a responsible pet owner

I am asking pet owners to please be responsible for your pets (cats in Particular). Again this morning my husband saw a black and white cat loose and in the rain. It has been in my yard and I have come out of my house smelling cat urine. If you own a pet you should not have it running around the neighborhood in all kinds of weather and leaving its excrements behind. It’s irresponsible, uncaring of the animal and of your neighbors. Don’t buy or adopt an animal if you don’t intend to care for it and clean up after it. If I see this cat again I am going to call someone to come and pick it up and take it where it will be fed and cared for properly. Thank you.
