Proposed CVS Drive-Thru Application To Be Heard Tonight in Westfield

Breaking: The application proposes demolishing three existing auto shops at the corner of South Avenue West and Crossway Place in Westfield.

WESTFIELD, NJ — The application for a proposed 13,194 square-foot CVS Pharmacy with drive-thru will be heard Monday night at the Westfield Planning Board meeting.

The application proposes demolishing three existing auto shops at the corner of South Avenue West and Crossway Place including Body Work by Fischer, Jax Automotive and AM Auto Center. In it's place a CVS Pharmacy with drive-thru will be constructed.

The application is seeking 24 variances for issues including the setback distance from the street for the building and parking; size of building coverage area; number of signs; height of signs; and more. (see below for full list)

CVS already has another location in town a mile up the same street at 210 South Avenue West. And several others within a 5-mile radius including in Garwood, Clark and Scotch Plains.

The application will go before the planning board will be held on Feb. 6 at 7:30 p.m. in Council Chambers in the Municipal Building, 425 East Broad Street, Westfield.

Residents will have a chance to see the full application and share their opinions on the impending project during the meeting.

List of variance relief from the following sections of the Land Use Ordinance:

  1. Section 11.28E1-Ordinance requires a front yard setback of 40 feet. Proposed is 72.6 feet.
  2. Section 11.28E6-Ordinance allows a maximum improvement coverage of 70%. Proposed is 85.8%.
  3. Section 17.02E-Ordinance requires 4 loading spaces. Proposed is 1 loading space.
  4. Section 17.03C5-Ordinance requires a parking setback from the front property line of 72.6 feet. Proposed is 6.6 feet.
  5. Section 17.03C5-Ordinance requires a parking setback from the side street property line of 71.7 feet. Proposed is 5.3 feet.
  6. Section 17.03C5-Ordinance requires a parking setback from the rear property line of 2 feet.Proposed is 1.4 feet.
  7. Section 17.03D3-Ordinance requires a loading area setback from the side street property line of 71.7 feet. Proposed is 48 feet.
  8. Section 17.05D-Ordinance requires an access aisle width for a loading space of 55 feet. Proposed is 19 feet.
  9. Section 17.10B2-Ordinance requires a minimum 0.5 footcandles and a 4:1 uniformity ratio in the vehicle use area. Proposed are 0 footcandles and an undefined ratio.
  10. Section 17.10C-Ordinance allows a maximum ground level illumination at the property line of 0.5 footcandles. Proposed is 1.5 footcandles.
  11. Section 17.10E-Ordinance allows a maximum light fixture height of 15 feet. Proposed are 15 foot 6 inch light poles, and 16 foot wall mounted lights.
  12. Section 17.11B-Ordinace requires a minimum height of 5 feet for screening trees/shrubs at planting. Proposed are trees/shrubs at 2-4 feet.
  13. Section 16.04-Ordinance allows wall or freestanding signs. Proposed are 2 drive-thru canopy signs.
  14. Section 16.04E1B-Ordinance allows a maximum height of 12 feet for a main entrance sign. Proposed is 18 feet.
  15. Section 16.04E1C-Ordinance allows a maximum horizontal dimension of 20 feet for a main entrance sign. Proposed is 35.4 feet.
  16. Section 16.04E1D-Ordinance allows a maximum vertical dimension of 2.5 feet for a main entrance sign. Proposed is 3.75 feet.
  17. Section 16.04E2A-Ordinance allows a second entrance sign on a corner property. Proposed are four additional signs.
  18. Section 16.04E2B-Ordinance allows a maximum height of 12 feet for a second entrance sign on a corner property. Proposed is 18 feet for the main entrance sign and 13 feet for the drive thru sign.
  19. Section 16.04E2C-Ordinance allows a maximum horizontal dimension of 10 feet for a second main entrance sign. Proposed is 35.4 feet (main) and 10.3 feet (drive-thru).
  20. Section 16.04E2D-Ordinance allows a maximum vertical dimension of 1.5 feet for a second main entrance sign. Proposed is 3.75 feet (main), 1.6 feet (window), and 1.7 feet (drive-thru).
  21. Section 16.04E4-Ordinance allows a wall or freestanding sign. Proposed is a wall and freestanding sign.
  22. Section 16.04E4D-Ordinance allows a maximum 16 square feet for a freestanding sign area.Proposed is 29.2 square feet.
  23. Section 12.07D-Ordinance allows a 6 foot maximum fence & wall height in the rear yard. Proposed is an 8 foot gate/walls trash enclosure.
  24. Section 12.07D-Ordinance allows a 6 foot maximum fence & wall height in the rear yard. Proposed is an 8 foot gate/walls compactor/dumpster.
