Franklin Lakes Therapist Charged With Sexual Assault, Fraud

Troy R. Leonard allegedly had "sexual contact" with 3 child patients, Sussex County prosecutor said.

A Franklin Lakes therapist was arrested Friday on charges he sexually assaulted three children earlier this year, Sussex County Prosecutor Francis A. Koch announced.

Troy R. Leonard, 31, a behavioral analyst, allegedly had ”sexual contact” with the three young patients at various locations throughout the state, Koch said in a press release.

Leonard also allegedly submitted fraudulent claims to insurance companies regarding the treatment of those children and other minors and their families for services he did not provide, Koch said.

Leonard was arrested at his Franklin Lakes home, authorities said. He was charged with three counts each of sexual assault and endangering the welfare of a child and 38 counts of health care claims fraud.

Superior Court Judge Thomas J. Critchley set Leonard’s bail at $400,000. Leonard is scheduled to appear in Sussex County Superior Court Monday, Koch said.

The Sussex County, Passaic County, and Bergen County prosecutor’s offices and the New Jersey State Police investigated Leonard.
