Is the NYC Water Board Exporting Jobs to Pittsburgh?

I just noticed that the return address for NYC Water Board bills has changed to Pittsburgh, PA. Does that mean that payments are processed in Pittsburgh?

What happened to the New Yorkers who used to process these payments? Were they City employees? Were they laid off? How many people were involved?

Who is the entity processing the payments now? Is it really less expensive than employing New Yorkers to do the job, or was there a sweetheart deal cut, with a corporation benefitting from this new arrangement?

Can anybody fill me in—because I'm at a loss? Some answers from the Water Board would be especially helpful.
