Judge Blocks Livery Cab Street Hails Plan: Report

A Manhattan judge has thrown a roadblock in front of a plan to let livery cabs take street hails in the outer boroughs, the New York Daily News reported Monday.

According to the paper, the judge said a state-approved law to sell new medallions to livery cabs for the purpose of picking up street hails violated New York's home rule statute. 

Justice Arthur Engoron accused Mayor Michael Bloomberg and Gov. Andrew Cuomo of making an end-run around the New York City Council, which has voiced opposition to the plan. 

The proposal was kicked around the five boroughs for more than a year, with Taxi and Limousine Commissioner David Yassky bringing it to Community Board 11
