Westchester Parking Attendant Arrested for Trying to Take Video Up Schoolgirls' Skirts

A student who realized what was happening took a cell phone photo of the defendant.

A train-station parking attendant faces up to four years in prison for allegedly using a concealed video camera to record underneath high-school girls' skirts.

Acting Westchester County District Attorney James A. McCarty said Friday that Franklin Figueroa, 27, of East Main Street in Jefferson Valley, was indicted on the following charges:

  • Three counts of second-degree unlawful surveillance, felonies.
  • Two counts of endangering the welfare of a child, misdemeanors.

McCarty said, in a prepared release, that Figueroa was at the Metro North Train Station in Golden’s Bridge around 2:50 p.m. March 2.

A shuttle bus bringing students from JFK Catholic High School arrived, and the students, wearing their school uniforms, got out and climbed a stairwell to the train platform.

It is alleged that Figueroa was in that same stairwell and used a concealed video camera to take images up the students’ skirts.

One of the students realized what was happening and photographed the defendant and his camera with her cell phone. She also wrote down the license plate number of the car to which Figueroa went.

MTA Police were contacted and Figueroa was subsequently arrested.

He allegedly had several recording devices which were seized and searched pursuant to a warrant.

The search allegedly showed an incident from spring of 2014 also involving a student at the train station.

At the time of his arrest, Figueroa was an employee for Laz Parking in collections and enforcement. He continues to be employed by the firm.

Figueroa was released to appear in court May 10.
