NYPD Detective Charged Over Alleged Beatdown Of Handcuffed Man

BROOKLYN, NY— A former NYPD detective faces assault and other charges after surveillance video captured him repeatedly punching a handcuffed man inside a Brooklyn precinct holding cell, prosecutors said.

Raymond Ng, 51, allegedly attacked the 49-year-old man at the 76th Precinct stationhouse in Carroll Gardens on Jan. 19 after pushing him into a cell while he was still restrained, according to the Brooklyn District Attorney's Office.

The indictment charges Ng with second- and third-degree assault, official misconduct, second- and third-degree menacing and fourth-degree criminal possession of a weapon.

Ng pleaded not guilty Tuesday in Brooklyn Supreme Court and was released without bail.

Justice Danny Chun ordered him to return to court Oct. 28.

The man had gone to the stationhouse near Union Street and Hicks Street to surrender on assault charges after a detective instructed him to come in. When that detective was unavailable, Ng processed the arrest and handcuffed him, according to prosecutors

Precinct surveillance video shows Ng leading the man to a holding cell and beginning to remove his handcuffs, prosecutors said.

Ng then stopped, pushed him into the cell and left him restrained.

As Ng closed the cell door, the man appeared to spit or pretend to spit at him, according to prosecutors.

Ng then allegedly entered the cell, attempted to kick the man and repeatedly punched him while holding a padlock in his right hand.

Prosecutors said Ng pushed the man against a wall and cell bars and continued punching him in the face until other officers intervened.

The man suffered an orbital fracture, a facial abrasion, bleeding, bruising and pain in his head and right shoulder, according to reports.

He was treated and released from NewYork-Presbyterian Brooklyn Methodist Hospital.

The assault charges against the man were later dismissed.

Prosecutors said he had no prior convictions.

“We expect our police personnel to carry themselves with integrity and respect for others, even when provoked,” Brooklyn District Attorney Eric Gonzalez said. “This defendant allegedly failed that duty and violently attacked a handcuffed and helpless prisoner inside a police precinct. This is unacceptable and criminal conduct for which we will now seek to hold him accountable.”

Ng joined the NYPD in 2015. The department demoted him from detective to police officer and placed him on modified duty following the alleged attack.
