Handcuffed Woman Found Dead In Her Ditmas Park Home: NYPD

Ketsia Zephir, 34, was found cuffed and with a plastic bag over her head in her East 21st Street home on Sunday, police said.

DITMAS PARK, BROOKLYN — A handcuffed woman was found dead and with a plastic bag over her head in her Flatbush apartment on Sunday, said police.

Ketsia Zephir, 34, was in on the floor of her bedroom at 635 E. 21st Street near Newkirk Avenue by NYPD officers who responded to a 911 call at about 3:15 p.m., police said.

Zephir’s hands were cuffed behind her back and she had a plastic bag over her head, but there was no signs of struggle in the bedroom, said police.

Emergency responders pronounced the Ditmas Park woman deceased in her home and the Medical Examiner’s office will continue to investigate the cause of her death, police said.

Zephir is the second woman to be found dead on East 21st Street this year — a 39-year-old woman was discovered in a parking lot near Ditmas Avenue, just one block away, in January.
