Police said Mancilla was stopped after it was observed that his vehicle had an inadequate right tail lamp and he was seen making an unsafe left turn and failing to signal when entering the center turning lane — and, once again, failing to signal when entering a parking lot on Montauk Highway, while also improperly using his four-way flashers, police said.

Upon contacting Mancilla, officers said the strong odor of an alcoholic beverage was detected on his breath, his eyes were bloodshot and glassy, his speech was slurred, and he was observed to be unsteady on his feet; he refused to do any standardized field sobriety testing, police said.

He was arrested and charged with felony DWI, previous conviction of designated offense within 10 years; operating a leased, rented or loaned vehicle without an interlock device, a misdemeanor; and second-degree aggravated unlicensed operation, a misdemeanor, police said.

He was released on his own recognizance, police said.
